2026-2027 NVCSD Code of Conduct notes
9/13/2026, 4 PM.
I just finished thumbing through the Code of Conduct for this year. If you have not done so I highly recommend you all do as soon as you can. It seems they have added quite a bit about bullying/harassment, discrimination, and have a better outline of disciplinary actions. I understand some students have not brought home their copy yet but it should be coming home early this week. As of this post it is not currently up on the district's site yet on the Code of Conduct page.
That being said from an anti-bullying/harassment/discrimination standpoint these are worth noting:
-on page 3 under "Purpose of Our Code of Conduct" it clearly states "Our school will create empathetic and cooperative learning environments to give students and staff a supportive place to learn." The last paragraph on the page starts with "Building a positive school culture.
-on page 5 under "Student and Essential Partners Rights & Responsibilities, then "Parents, Guardians, and Caregivers it states under "Responsibilities" it states "Learn about the school's rules and ask questions if needed." and "Communicate with the school if they have any questions or concerns."
-on page 6 under "Students" then "Safe Environment" it states "Students have the right to attend school and feel safe, without bullying, harassment, or unfair treatment. Everyone should be treated fairly and be included. Students also have the right to be protected from bullying, harassment, or discrimination, whether it happens at school or during any school events or activities." That box is followed by several others, including "Dignity and Respect" and "Education".
-on page 7 under "School Administrators" then "Responsibilities" it states "Code of Conduct: Building-level administrators are responsible for enforcing the code of conduct and treating students, staff, and visitors fairly and equally." in the box below under "Safety & Environment" it states "Building-level administrators are responsible for making sure the school is safe for everyone. Building-level administrators set the tone and expectations for behavior for both students and staff."
-on page 9 and 10 you will find information on The Dignity for All Students Act (DASA) which we have discussed a lot in this group and The Crown Act. I STRONGLY recommend everyone read these pages. DASA protects ALL students. I know there is a common misconception that DASA only protects "protected classes" but that is untrue. Read, learn, and understand DASA! It could mean the difference between your child's bullying, harassment, or discrimination being handled successfully or unsuccessfully.

-page 13 and 14 are titled "Philosophy of Behavior Interventions and Consequences" which is worth a review. On the bottom of page 14 bold lettering in a box states "Our Commitment We are committed to creating inclusive, respectful schools where students can learn from their mistakes, repair harm, and grow as caring members of our community."
-The following handful of pages discuss "Behavior Levels - Descriptions and Staff Actions". Honestly, most of that seems like the same stuff we have seen in previous Code of Conducts. What caught my eye starts on page 19 and is titled "Conduct Violations and Levels". For those that have had children bullied DEFINITELY review these sections! Section ||| is titled "Aggression" which I know many children in our district have been on the receiving end of. Section |V is titled "Bullying, Harassment, Discrimination & Cyberbullyling" and different different acts are marked with the corresponding "Level" which are written about in the previous pages.
-pages 23 and 24 continue with "Conduct Violations and Levels". Section X is "Obscenity/Sexual Misconduct". For those who have children that have been the victim on bullying or harassment of a sexual nature the sections titled "Non-Consensual Sexual Misconduct" and "Sexual Harassment" is definitely with reading and understanding.
-page 24 continues with "Conduct Violations and Levels" and worth noting is Section X|V titled "Threats" as I know the high school in particular and threats made around Spring Break.
-page 27 continues and Section XV| titled "Verbal Misbehavior" is worth reviewing.
-*- On page 36 are definitions for words within the Code of Conduct. It is VERY important to know the legal definitions of words like bullying, discrimination, harassment, and microaggression in this context, especially if your child has been or is being bullied.
Education and understanding is so important to advocating for and protecting our children! Please take the time to review the Code of Conduct.

Petition Update
Thank you for your continued support! As of this writing we are at 91 signatures. Our goal is 2% of the voters in the NVCSD. Other people can definitely sign our petition also.
As advocates working toward meaningful community change, we want to emphasize our commitment to transparency throughout this entire process.
We hear your concerns, and we have taken the next formal step. We are requesting an official date and time to be heard so that these issues can be addressed directly in the letter to the school posted below.

Public hearing/Board of Education meeting on 5/11/26
Parents, caregivers, and community members of Newark Valley Central School District—this is a moment that truly matters for our children.

Our grassroots anti-bullying campaign will be presenting critical requests aimed at creating real, lasting change—reducing bullying, ensuring proper and legally required reporting of incidents, and strengthening the safety, mental health, and emotional well-being of every student in our district.
